Shoota Boyz work well against most foes: they have decent damage, but their real strength comes from when they buy the Big Shoota upgrade: this allows them to, in addition to dealing out some extra damage, lay down suppressing fire with the Aiming? Wotz Dat? ability. This suppresses enemies surprisingly quickly, and works brilliantly against low-health melee infantry like Howling Banshees, who will attempt to close the distance quickly, only to be suppressed and then take surprising casualties while exposed in the open. The biggest problem with Shoota Boyz is that they have very low health for a squad of their size in the game (120 hp per model), and so are very vulnerable to fast melee infantry, who can often cut them down as they retreat. Pairing them with Slugga Boyz often negates this, as they can take down much tougher enemies together.
