Focused on melee combat the Deff Dread is relatively vulnerable until upgraded. It is very slow and takes a long time to get across the battlefield, making it very vulnerable to enemy anti-vehicle units and snares.
When upgraded the Deff Dread has almost as much health as a Dreadnought, but costs roughly the half the amount of the Space Marine walker. If there are no fast or anti vehicle units on the field, the Deff Dread is a great choice to disrupt enemy formations, and will buy you time by pushing the enemy back and generally forcing a retreat until they develop countermeasures.
The Deff Dread's weapon does 60 dps to all Infantry units and 30 dps to Vehicles whereas its ranged damage is rather minimal, though has the potential to shear health off fleeing infantry, but the flamer is capable of burning enemy units out of buildings.
Deff Dreads are usually purchased right after Tier 2 and then upgraded with the Burnas and Bitz so you can do a quick gen bash on the power farms. They are sometimes used to push against turrets or garrisoned heavy weapons teams, the deff dread is very cheap so its easy to squeeze in if the enemy lacks AV but a simple Las cannon is more than enough to force off this ork walker
